Mark 28a Rewind Starter Pawls Wont Engage

I recently got a Mark28a for free. The automatic rewind starter had a broken spring and bad pull rope, so I replaced both. The problem is I cant get the pawls to catch the fly wheel once everything is reassembled. I decreased everything and re-lubed everything before reassembly, but the paws never move once I tension the spring. It's almost the sheave compresses everything too tight once I put the nut on. The pull chord has good tension and rewinds fine, so I tried backing off the nut and retainer washer, but then I loose tension in the pull chord because the spring unwinds. I can't figure out what is going on.

I have the factory manual and performed everything to spec. Does anyone have picture of a working automatic rewind starter? The manual is lacking on photos and the assembly instructions in the factory manual looks slightly different than the parts manual (order of the wave washer, retainer for wave washer and washer retainer) I've ordered all new wave washers to see if that does the trick, but I'm not feeling too confident, the ones I have look fine.

Any ideas?

Which parts should not be greased? Or if simpler, what should be greased. When I took it apart there was grease everywhere, so I’m not sure which parts should have it and which should not.
