My in-laws just bought a 1986 19ft Grady with a 1996 Johnson 150 Oceanrunner on it. With approx 20 gal fuel in it and just the driver it maxes out at 5200 rpm. Is this in the correct range?

No, you want ~ 5800 with a normal load.

The tach stopped working, so now I have no idea where I am revving. The throttle plates are going wide open, but the boat isn't going much over 30 knots. The fishfinder has no speed sensor, so my Dad's boat was running next to me. I think this setup should be faster.

You'll most definately need to get a working tach for anyone to be of specific assistance in helping you get top performance from your rig. What diameter and pitch prop are you now running? Is you're engine bracket adjusted to the engines optimal running height?I'd gues any prop over 17" pitch would be too steep for that engine and boat combination.Dhadley is the resident guru on engine setup.I'm sure he'll be around tomorrow. He can help you touch on some finer points.
