Maybe it's the prop...?

So I'll sum it up and try and keep it brief, I bought this boat and motor used, ran fine for the test drive, ever since then I can't go 5 min without stalling, over and over, sputtering to a stall every time, I'll provide a video. (Major boat noob)

11.5' 2004 Achilles HB 340 Rib
2007 Nissian 18hp 4 stroke
My outboard does not have a rpm gauge, and have a aluminum 9 1/2 prop.

It was dropped off at a boat mechanic and they swear it runs fine and the engine is perfect, however it's tested out of the water and were gonna try it in the water this week. The engine flooded itself one time and couldn't start it and maybe it's user error but all I've done is start it and rev it. My mechanic mentioned that this all might be due to the wrong propeller. Top speed on this 128lb boat with just myself in it (185lb) is 24.4mph which Im also told is low on this boat with this 18hp 4 stroke.

It has a rev limiter on it and I'm also told that the engine may be cutting because the prop is spinning to much and overevving then cutting to a stall. If this is the case then I need to have the right prop on it. The pitch is aggressive and the boat planes well with a steep acceleration.

At this point I don't know what to do bring told the motor is spotless and everything is perfect. However it stalls at wot.... near wot, near idle, and idle (mechanic told me he upped the idle rpm as it was too low) I really wanna enjoy this thing.

To make this fair this is not the only mechanic that has looked at this and everyone has been impressed with this motors condition and how it runs... at first it runs like a dream however not even 40 seconds of increased rpms it gives up as you can see in the video. Changed spark plugs, cleaned the carb professionally, engine cleaner, fuel pump and filter is good, gas is good (93 octane) and gas line is good. What are your guys opinions on this prop, I don't have the boat with me currently so I have this info on the prop right now.

Check for an air leak in the fuel line, fuel tank vent not open or plugged. Squeeze the primer bulb when it starts to die, also hit the choke.

​I'm not sure if that motor has an oil pressure switch, so check on that.

​Bad electronics, check for spark when it's acting up.

Check the fittings on the fuel line where it attaches to the motor and also the fuel tank. And it would be wise to wear PFDs don't want to read about you or your friends.

I know it has an automatic choke and the fuel tank vent is open. I've tried the primer bulb when it acts up since and it's pretty pressurerized. I'll have the check for an oil pressure switch and I'll mention the electronics. I'm guessing your confident it's not the prop lol ?

Sure seems like fuel starvation to me. Any gas filters? There should be at least a screen at the inlet to the fuel pump.

Defo a fuel problem.
Check line for leaks or air induction.
Check tank pick up and delivery for blockages
Check filter
Check Main jets
Drain carb bowl
Etc etc etc

So to update everyone, the carb was taken apart and cleaned. Since then, I have ran this boat 50 miles total on 3 separate outings and no issues. Works like a dream, idles forever, 5mph forever, near wot forever, has a rev limiter so past 85% throttle it bounces off the rev limiter like crazy so I avoid that. Which brings me back to the question of also having an incorrect prop on it. I max 25mph on it by myself and 20.7 with a second person and some gear. Thing lifts hard till it planes then planes smooth and steadies perfectly. Hole shot is aggressive and up to speed fast but past 85% throttle the rev limiter cuts it. I tried other outboard and wot is easily obtainable without issues. I've been told it's spinning to easily. If I put a second person in the stern I cant plane at all. I feel I should get a little more out of it on a small inflatable. However thanks for the help and suggestions this really helped.
