Mineral spirits and a scrub brush with a lot of elbow grease worked for me. They most likely used contact cement that is waterproof. You could check the label on a can to see what they suggest to use. I just finished restoring my boat with new decks and carpets, I cleaned all the hatch covers down to bear metal. The mineral spirits worked but I would wait for a breezy day. It will be a dirty job.

You may need to let solvent soak the glue for a while. Place a single layer of cloth on the glue, wet it with solvent, place a plastic sheet over it to slow evaporation.

If mineral spirits doesn't soften it, try something stronger, like acetone or xylene.

If you go with something stronger I suggest that you try it on a small out of the way spot. In the past I had some discoloration with acetone. That is why I suggested the mineral spirits, it will take longer and more work but a little safer.
