I know how to measure a transom, but when it has a step in it, do you include the step? For instance, from the top of the transom to the top of the step is 20". To the bottom of the step and bottom of hull is 25" My 83 Merc 150 cavatation plate is even with the top of the step. So I am assuming it is a 20" leg. Boy am I confused!

Why are you confused? Does the motor perform OK?<br /><br />I'd bet the hull has a pad too.

I'm going to replace the motor and want to be sure I get the right length.

Measure the motor from under the stern bracket (where it would rest if mounted all the way down on the transom) to the AV (cavatation) plate. It should be roughly either 20" or 25". Your model number will say too.
