Measuring for new steering cable

Not exactly sure where I should post this question, but I figured I'd give you guys a shot.

I'm having a some difficulty understanding the measurement points for ordering a new steering system. Maybe someone here can clear this up for me.

I have an 18ft cuddy with a 1980 115hp Chrysler.

First measurement (A) is from center line of steering wheel to gunwale. Easy enough. (16 inches)
Second measurement (B) is from dashboard to transom. Got that one too. (126 inches)
That last measurement (C) from gunwale to center-line of cable connection at centered tiller. This is the one I'm confused about.

To determine what length to order it's: A + B + C + 6 inches, rounded up to the next whole foot.
Or, you can just measure the length of the plastic cable jacket on the old cable + 18 inches, rounded up to the next whole foot. The problem with measuring the old cable is that it's too long to begin with.

So regarding measurement "C"

Do I measure to where it connects to the part of the tilt tube where the cable gets screwed onto? number 1 in the pic,

Or does it mean from gunwale to the middle of the tilt tube? (center of the length of the tilt tube) Number 2 in the pic,

Or to the end of the tie rod when motor is centered? The tie rod being the rod connected to the motor? number 3 in the pic.

Make sure your motor is centered and straight and measure from the gunwale to the center of the motor and then Add 6".
