mechanical fuel pump issue

I have twins 1997 mercruisers 5.7 LX w/ carbs. i was at idle and my port engine stalled.. tried to restart NG. I pulled my fuel filter/seperator and was almost empty. no fuel going to the carb.
I removed and replaced the fuel pump and fuel filter/seperator.. still wouldnt start.. I pulled the anti sipon valve and was not not stuck - free working..
do I need to fill my new filter with fuel to prime? Im totally puzzled.. any Help?? Jim

It should self prime.
Id replace the lines just make sure they have not colapsed inside. Or at least take all of them off and blow throught all of them to see if they are plugged.
Especially check the lines from the tank to the pump, if they have a hole in it somwhere it will suck air instead of gas.
