Merc 110 - 9.8 hp issues with engine “sputtering” when I try and get up to speed

Anyone know what might make my outboard sound like this? I’m giving her full throttle but it’s puttering. Older merc 110 I just bought, water flow looks like it’s dripping, unlike the stream it was making when I bought it from dude. Water intake looks like it’s under cavitation plate, seems like an easy place for weeds to get in. Is a clogged water pump a possible cause of sounding like this? I’m a noob so any help/advice in diagnosing and fixing this is appreciated!
