1990 Merc 115 regulator has a burn spot that I can see in the poured seal top. What do you recomend for replacement procedure ?

Has it failed? If so, replace it following instructions in shop manual.

They can have a burnt looking spot and still work, but not for very long. Replace it and forget it.
