Merc 15 HP only starts in Gear

Hello, I have a mid 80's 15 HP 2 stroke tiller motor used for a kicker. I bought this a few months ago and just put it on the boat and it only fires/starts in Forward gear. Any suggestions? Thanks in Advance

Does the tiller handle rotate in N such that you can get a "fast idle" function for starting? If so, how does this rotation compare to the amount of throttle rotation you use when starting in gear? Real interesting problem if it's not that.

When in N, it doesnt move, but when in Forward or Reverse the throttle moves a lot. Ive been looking at this all morning and it for sure isnt getting any or enough gas to start in N. im new to this motor, maybe there is a fast idle i dont know about, but ive looked. Thanks
