MERC 1500.. DOESN'T PLANE PROPERLY

My mechanic tested my boat out & said that the tilt need's bleeding.. So I bleed it. It doesn't matter how much I tilt the motor all I get is a lot of white wash!Most of the boat is still in the water.It gets up to about 60km/h. Should I try a hydrofoil? d

Just to clarify - the motor is all the way down and at full throttle you are getting a lot of whitewash, correct?

When the motor is down no white wash. It's like you can't tilt the motor up much or you get white wash. The motors leg seems long enough. The steering is very heavy also... :/
