Right click the link you want, say manual 17 for example, then choose "Copy Shortcut" from the dropdown menu (DO NOT just use copy and paste, it won't work, you must use Copy Shortcut), then paste what you copied in the address bar and click enter. This will open the the cover section. From there, move to the outline page. From there you will have to open and save each section letter seperatly, ie 1A, 1B, 1C, 2A, 2B etc.
Best thing to do is make a new folder and title it the manual number and put all the files for that manual in that file. When you save each section, you can rename it if you want to section and letter and even the title. It will be impossible to click on the links in the outline and move from one section to another.
