Merc 228 exhaust flappers gone?

Hi guys I've been having a continual problem with my merc, early 80's chev 305. It will not go over 3000 rpm with out miss firing. I have broken two of the rubber boots on the exhaust after the elbows, both on the right side (looking at the front of the engine). I was on the water all this week and I stopped at the local marina and he thought both were typical of a blocked exhaust. Sounds reasonable, I pulled the elbows off and trimed the outdrive up and with a small mirror and flashlight I could see that there appears to be none of these flappers in there?
Any ideas on the cause of these problems would be greatly appreciated.

Have to pull the drive. You will see them in the exhaust port. You'll need a new gasket seal kit to put the drive back on. Good time to check the bellows, u-joints, gimble etc etc...
