merc 400 junk or not

got an old merc 400, i believe it is a 1970 model. anyways it came on a free boat. i tried to pull the rope to see if it turned and motor would not spin. didnt know if i needed to find the neutral spot or if the motor is locked up. not sure if it is in neutral b/c the throttle cables were cut. the wiring harness right inside the motor from the control box is burnt up also. (looks like every wire melted) i have a wiring diagram but it doesnt do me good to fix if motor is locked. any ideas or advise would be helpful! thanks

the motor needs to be in neutral, otherwise the recoil cog won't ramp up to pull the flywheel over. if you find a good used wiring harness, you may find the motor to be good yet.

try www.laniermarine.com for the parts you need. They have a metric asston of those old tower of power merc's laying around there. I worked there a long time ago, and actually scored a new complete wiring harness for my '76 Merc 115. I kinda miss that boat now...
