Merc 40hp Swivel Tube Stuck

Hi, I'm working on a 2005 40Hp Mercury outboard that has a broken swivel tube (see pictures), I have the replacement part but I cant get the old one out. There is a lot of rust on it so I'm not sure if its just so rusted that its unrepairable or if im missing something else. I have used wd-40 and some defroster to try and free it up a little but it doesn't budge. Any help is very much appreciated.

Some heat and a Hydraulic Press. If you have been hammering on it, that may have expanded the ends, which will make it more difficult to remove.

Thanks for the response, unfortunately I do not have a hydraulic press but I will ask around to see if someone has one that I could use.
