merc 500 thunderbolt water problem!

hi i have just purchased a 500 thunderbolt (sn- 9007024) i'm currently having problems with the pee stream, no water seem to be coming out at idle revs, only when at 1/2 to full revs is there water coming out? but still not constant! is there something wrong! thanks dan!
