Merc 650 1965 65 hp 4 cyl outboard

I installed a new impeller kit it caMe with a plastic sleeve about 1 " long the old one was laying at the bottom of copper pipe going up so I put the new one there but pushed it in tight it helped with alignment when reinstalling but no water is peeing out now I wander If I was supposed to put it at top thanks for any advice.

After some searching through this web site I found sleeve should be at top any advice on putting it up inside there?
