merc 65hp lacking power?

hey,
I have a merc 65hp 4 cylinder outboard, around 1967 . I had it given to me and it looks to be in great shape, the only problem was i ahd to replace the ignition switch because it was shorting. Now it have have been sitting from a long while anywhere from 5-15 years. When i brough it down to the lake, it started fairly easy and idled fine. The problem now is its lacking power, when you put the throttle full when its in gear it doesn't even have the power to make the boat plane. When in neutral, and you give it full throttle it doesn't rev out like it should, and it spitts gas out of the exhaust. I check the spark and all 4 have strong blue sparks. Does anyone have any ideas as to what could be wrong? Could the choke be sticking?

Sitting that long, with untreated fuel means the carbs are fowled and need to be totally disassembled, cleaned and rebuilt with new kits.

So 2 carb kits and 2 fuel pump kits and that should take care of her.
