Merc 7.5 hp- help reinstall lower unit

Hey guys,

I made a post about this outboard last summer. Through the winter got preoccupied with other projects and left it alone. I really could use some help/advice. I changed the impeller on this thing and would like to test it out. The problem is I absolutely cannot get it back together.

I can get it pretty close, I've spent hours watching YouTube videos on similar models, Ive tried shifting the shift shaft in the lower unit to see if I can match up the splines coming down from the power head. It looks like I have them lined up but I get pretty close but just not enough to tighten the nuts back up...I really am at a loss. It may seem easy but for whatever reason I really have tons of trouble with this. You can see from the pictures where I am at.

I have tried backing it out and spinning the prop, either by the propeller or with the pull start to try and get it to line up better. J believe it is a problem with the splines in the shift shaft not mating together correctly but could be dead wrong on that. I appreciate any tips and tricks or help I receive. If I turn the prop I seem to get some resistance from the motor, other times it will only turn one way, like it is in gear. I really can't tell but I am just unsure of what else I can do. If any of you could help I'd really appreciate it because I'm just simply stumped lol. I'll include some pictures as well. Thank you for your time.
