That is the cover plate gasket. There is no head gasket on these motors. The head is machined out of a solid block. The cover plate just covers the water jacket around the heads. Pull that cover plate off and you'll see what I mean. You can clean the water jacket of corrosion and junk while it's off. Of course replace the gasket afterwards.
Another place to look for obstructions is the flush hole at the top of the drive shaft housing. Pull the screw out and flush the junk out of there as well.
