Either call Mercury or find a dealer that can look it up for you. In the late 90s Mercury stopped listing the year it was manufactured and went to the year it was sold in. So the dealer registered the serial # at the time of sale and that is the year of the motor.

Year matters not so much.-------You go by condition.--------For all you know it could be a " camp motor " with lots of hrs on it.----Fishing camps lease motors for 2 years, then return to factory for new hood and gearcase housing / paint to make them look near new.-----Lets see at say 6 hrs / day and 100 days per season for 2 seasons.---Do the math.

Without any real facts behind me...what I would say is that if it’s a 2 stroke, it might be unlikely to be a 2003. Where I live Merc and mariner repacked the 9.9 way before then with a 10hp...right up until the 4 stroke took over, as far as I know.
If it’s a 4 stroke, it would be in the early days of them and could be a 9.9 I suppose.

A 2003 will say the model year right on the info tag with the model and serial numbers .
