merc leg gearing problem?

Ok, here it is.
Last year I bought a used leg from a dealer who said he was replacing the same leg I had on.
I thought I was getting a great deal but as it turns out with this leg my boat won't get up on plane and in gear I can only get up to 3000 rpm. After approx. 2000rpm there is very little difference in speed.
The boat is a 22' Reinell (cuddy).
165 straight six GM motor.
Same prop as before the change. (19 pitch i beleive).
So... what do you think? Geared wrong? or what?
The place I bought it was in Salmon Arm BC. So I'm thinking they may have sold me a leg that should be put on a houseboat for power not speed.
any help will be greatly appreciated.

Probally a silly question but...Would the lack of a trim tab make a big difference?

Trim tab will make no difference (if your talking about the trim anode under the cavitation plate). My guess is your right. Same leg but different gear ratio. Your going to have to tear the top end of the leg down to count the teeth of the gears to know. Or you could do this...... Gear Ratio

Thanks Trent, for both the opinion and the link. Next question would be what is a normal price to replace/remidy the situation? And I take it I will want a 1.65:1 ratio for my inline 6?
