Boat tech is right. There is a pretty good chance that there is nothing wrong with your control handle switch. Your symptoms are common for a malfunctioning trim limit switch on the outdrive. Try this: Back by the transom, locate two black wires going into a connector with a purple/white wire and two blue white/wires. Unplug the wires and jumper from one side of the connector to the other. Try the trim. If it works your problem is the trim limit switch or the black wires going to it. If the switch, it may just need to be cleaned. Do you have a manual? Good luck.
