Merc/tohatsu 25hp to 30hp has restrictor plate but is at 25deg timing ???? (PICS)

Looked online about this conversion, went to check my outboard out and the timing is already set to 25deg!!! WOT. I bought this outboard brand new in 2009 and i have never messed with anything onther then slightly enlarging the highspeed jet. So accord to the pictures i posted this engine has been running 30hp timing with a 25hp restrictor plate???

It's a 2009 Mercury 25hp Seapro 430cc

The timing is the same on the 25 & 30, the only difference is the restrictor plate.

Wow really? will i need to re-adjust idle speed? I can't believe they would let it run like that.
