Merc Trim & Tilt sluggish to start

I’ve got a Mercury 40 2-Stroke 1990 4 cyl Belgium Built motor. It sat for 2 seasons not used. (Engine Trimmed Down)
now the tilt and trim has an issue. If I press the up/den on either the forward control or on the engine it dies nothing for a few seconds then you slowly start to hear it kicking in very quiet and then kind of squeals and it will eventually after 5-10 seconds work as it should. It’s normally then good for the rest of the trip. If it’s left at all though it’ll do the same the next day? I can live with it but it’s just an annoyance as it used to be so responsive.

I’ve checked the oil level and appears good. But not sure where to start. What could have happened with it just sitting for 2 seasons - water ingress?

Corrosion on contacts/connections. Disconnect the battery and then remove all the connectors going to the trim system and clean.
