Mercarb choke housing cover

I just rebuilt my 2 barrel mercarb on my 92 4.3 and am trying to get my idle worked out.

How do you get the choke cover off on the housing? After the three screws the manual (#7) says remove cover. With all the force I have, nothing. I have scored the edges around the end with a small screwdriver, and nothing. Is there anything i could spray on there that wouldn't bother the electrical connection to maybe loosen it up? Any help is great, thanks
