Mercarb float adjustment

I’ve been trying to get a clear idea on how to adjust the level and drop on a brass float in a Mercarb. Here’s what I’m doing. I’m setting the level with the top of carburetor upside down. I’m setting the seam along the center of the float to be level with the gasket. That is straight forward and easy. I’m setting the drop with the carb right side up, measuring from the gasket to the lowest point on the brass float. That should be 27mm. Thing is the difference between level and the drop is almost nothing.
The pic shows how I’m measuring. Am I measuring correctly? Should the measurement be to the seem on the float?
I believe this is the correct float but given the trouble I’m having I’m wondering
Please advise

These directions are very clear and I appreciate you posting them. I was determined to use the brass float but for now I’ll just put the plastic one back in there.
one last question please Could you look at these pictures and tell me what the circled hole is for. It is a through hole that is blocked by the intake gasket
your expertise is greatly appreciated

I think you'll find that's just a 'cross drill' hole. Take a thin wire and poke it in the hole. It's probably blind.

One of the holes is blind but the other is blocked only by the gasket that sits on the intake. Not sure what it does but I’ve already made this more complicated than it needs to be. Thanks again Chris
