Merccruiser 898 thermostat

Ok so I went to replace my thermostat. Old one came out in pieces. I took the top cover off and there is a brass insert in there. My new thermostat would not fit down into the brass insert. The thermostat is suppose to fit in there isn't it.

The thermostat (item 5) with gasket goes inside the housing, then the sleeve (item 7) goes in, then flat gasket
