MerControl/Throttle Issue

I have a 1967 Starcraft 15' fiberglass boat with a 1967 Mercury 650 on it. I have a little bit of an odd issue. When the motor is in neutral the black throttle lever has full range and the motor runs at a high RPM. When I move the gear lever into forward the black throttle lever pulls back. If I push the throttle lever forward it pulls the gear lever back. I hope this makes sense. I've included a few pictures so you can understand what is going on. Basically I'm never able to get to full throttle with the motor in forward gear. I'm assuming the problem is in the control box. Is there possibly a worn out bushing inside the box. I haven't pulled the box apart yet because I wasn't sure what I was getting myself into. If I'm wrong about the control box being the issue is there something else I'm missing? Is there possibly any adjustments on the cables or the control box? Any help would be appreciated!

The small black lever is just the warm up lever used for starting. Once the engine has warmed up, the lever is pulled back to the stowed position and if you look carefully at the inside of the lever you will see a small ramp which contacts a spring loaded pin in the back half of the control box. This spring loaded pin is what holds the lever in the stowed position. The large lever is the shifter and throttle combined. Approximately 15 degrees either side of neutral is Forward and Reverse gear and the rest of the travel is throttle range.

Here is the parts diagram for the box and items 13 thru 16 make up the pin assy which holds the warm up lever in the stowed position.

Gerry,

Wow I feel like a complete idiot. Thanks for your help. If that doesn't help much would you think that the throttle cable is stretched or worn out? Where is the best place to purchase quality cables?

Hopefully tonight I can hook up some water muffs and try it out.

If your problem is as described, I don't think it would be the cables but after you get a chance to run it, let us know what you find.
