Mercruiser 140 cant throttle up without prop spinning, grinding soud.

So I just recently bought a 1981 Four Winns Marquise 180 for a killer deal. It has the Mercruiser 140hp i/o and the mercruiser outdrive. I have been looking for this combination to restore and give to my father for a while. The guy i bought the boat off of has had over 3000$ worth of repairs to the motor just last year and had all the recipts. The boat runs and starts AMAZING when warm and is not to bad when cold. My problem is I can not get it to throtle up with out prop spinning it has a quicksilver control box (which is old but im guessing is not original) with the throttle only button the button will push in (though not too smooth) but no matter what I do with the button i can not get the boat to throtleup while disengaging the prop. Like I said the motor starts and runs great but I would rather have this feature working. Also, when I first push the throtle forward right before the rpms go up there is a quick 1 or 2 second grinding sound no thump nor is it real loud but peaks my interest all the same. wondering if anyone has any opinions on what I should do to get the "throttle only" feature working, and or if the sound is anything to be concerned with
