Mercruiser 190 HR 229 CID V-6 won't shift into reverse

At the end of last season I struck a very hard, and unforgiving, piece of granite on the Trent-Severn. Got off the dock, backed out the slip and loaded it on the trailer. Scene shifts to this year. Pick-up a used (and totally unknown) lower unit and have it installed. Mechanic indicates that in getting the boat ready its (1) hard to start, and (2) won't shift into reverse. He put a new shift cable on it, but still no luck.....So it worked at the end of last season and won't work now....The Rinker is a 1985 model and the engine is original. Anybody got an opinion? Thanks.
