are you using the 6-7 year old gas that's in the boat? perhaps it's not flammable anymore...

run off a remote tank(outboard) to check the engine, then drain and clean the tank and replace any fuel seps or filters

I have checked the oil, charged the batteries and cleaned the spark plugs.

Ayuh,.....

You might want to do a Real,+ Complete Tune Up.....

Change the Plugs, Cap, Rotor, Points,+ Condenser,... Set the Timing,+ Dwell....
Also change the Fuel Filters,+ it sounds like the Carb needs a Rebuild or Replacement.....
