Mercruiser 3.0 carb rebuild

Just rebuilt the 2 piece mercarb on a 3.0.

Question, the diagram shows a strainer screen, clip and check ball under the accelerator pump. Mine does not have these, however it's been opened before and they did a lousy job.

Are these supposed to be there? Whats there function? They didn't come in the rebuild kit, and are not show here:
