Mercruiser 3.0 EST timing issue

I have a 2001 Trophy 2052 3.0 liter. I have set the base timing according to the manual but when I remove the jumper and reconnect the shift lock out ends, the timing remains where the base timing was set. It does not advance at idle to the 10-12 degrees BTDC - it stays at 2 degrees ATDC. I replaced the ignition module, cap rotor and plugs. Any help appreciated

The EST ignition is one of those mystery system that doesn't have a clear test method to determine what the issue(s) are. Many have had same problem and in most cases it's the module, band new ones can be bad out of the box
