Mercruiser 4.3l 4bbl - dead starter?

Hi all! I recently bought a 1988 dynasty Apollo with a mercruiser 4.3l 4bbl I/o. Part of the deal was that he will pay a shop to go over it and make sure it's ready to go. The motor and out drive were rebuilt in 2010, but the boat has been barn stored since. The shop can't get it in for a couple weeks, so I figured I'd come home and check the fluids, charge the battery and fire her up with the muffs on. After checking engine oil, ps fluid, lower unit oil, I attached battery terminals. Gauges read good, 12 volts on the gauge. When I turned the key, the voltage dropped as if it is drawing current, but nothing happened. No click, noise, nothing. Out of curiousity, I checked the fuses and breaker, all were ok. I tried contacting the two terminals of the starter solenoid together, but still nothing at all. There is 12 volts at the starter post. I know a shop will figure it out, but I like to know the reason behind things and thought I'd throw it by the pros (you guys). Searched forums and found a lot with 'click but no start' bit nothing with my symptoms. Gauges are good and everything else works (trim, horn,blower, etc). My guess is a seized up starter. check the battery cable ends especially the rusted one at the engine block

Well, I got a new battery and touched solenoid ends together and hallelujah! It turns over. Just have to get a new solenoid. Then get it started!
