Mercruiser 470 trim cylinders

Hey guys, I'm noticing that when I put my trim all the way down, my drive sometimes slowly comes back up on it's own (Mercruiser 470 drive). My oil reservoir is full and I thought I got all the air out of the cylinders last year when I cleaned the old oil/water out of them (water contaminated trim pump). If I manually pull up on the drive the cylinders give a little bit but then suck the drive back down (as if they are letting go when you hit something hard with the drive). If it was air, would this cause the problem? How can I tell if there is air in the system and lastly are there any fool proof methods of getting the air out of the cylinders that is not mentioned in the manual? Thanks guys!

Ayuh,... Is this under power, or just sitting,..??

Seems to happen while underway... Im not really sure if it happens while just sitting, I'll check that out next trip to the water
