Mercruiser 5.7 Trim gauge not working!

Just replace the trim gauge and still in the up position won't operate going up or down on the trim.
tested the gauge by grounding the send wire (brown white/) to a solid ground and it pinned down.
so what is the next step ? what do I need to check or do to get it working. all help is appreciated.

more likely the trim sender is bad
