Mercruiser Cylinder Bore Service and Production Specs

I'm rebuilding my Merc 7.4L MPI Gen VI engine. In the service manual there are references to Service and Production specs (cylinder bore, taper, etc). What's the difference and which one should I go by?

If you are just measuring existing parts, you would use the service specs as they would allow additional wear over production specs.
Production would be for new parts, or a newly bored and honed cylinder.
