so i just redid my whole fuel system, added a water separator, new steel lines, hoses, and its always seemed to have a issue picking up fuel when its been sitting. Is there any issues adding a ball pump before the FWS? seems like a easy safe solution.

No pump bulbs in an inboard or I/O, only use on outboards

Where is your FWS located in reference to the tank output fitting

But why not?: its safe, serves a fix for the issue. The FWS is located below the tank outlet line and above the fuel pump as to not cause a loss in suction but after time it still does.

It violates USCG regulations...Should a fire break out in the engine bay, nothing rubber/plastic/glass in the fuel system that could rupture and feed the fire with fuel. That's why fuel lines needs to be flexible steel reinforced, filters including elements are metal, and no glass/plastic sight bowls.

For testing purposes ONLY, install a clear line and see where the air's getting in...
