Mercruiser power assist issue

mercruiser 454 with bravo one outdrive. The steering moves freely when not running. When engine running. Steering barely moves. The power assist moves out about an inch as soon it turns on. Almost seems like it has pressure. Replaced steering cable, power steering pump, power assist ram and both hoses. I'm stumped.

Check your install method.
Need to make sure the slots on the steering ram are vertical (note figure "d" on the right) before the nut is tightened
