I have a 19' Bayliner Capri (1950) with a 3.0/135hp MerCruiser. Ballistic Prop 14 1/2 X 19.

I recently purchased the boat and find that at low (beginning from a stop) speeds the boat drastically pulls to the right. The Ballistic prop was added by the previous owner and the trim tab was changed. It looks like the tab was cut/altered to fit the new Ballistic prop. I'm thinking that this is the problem, but is there anything else I can check?

The steering cables seem to be fine and working with no problems...just the extreme pulling from start.

Looking at the tab from the rear, loosen the bolt and move the rear to the right about 1/8" and test.

Trock you have to try moving the trim tab to different angels try it opposite of where it is now. I know it is a pain but since the boat is new to you you just have to expairment with it till you get it right for you. Move it and see if it is worse or better and then go from there thats what I had to do steers fairly straight now.

If the boat is steering right, as I said, move the rear of the tab right(looking FROM the rear)...very simple.
It will change slightly as you trim or run at different speeds, but you can remove a good portion of the steering load with the tab.
