mercruiser throttle only not working.

Hello, my first time with an I/O and I cannot pull the shifter out for throttle only feature. It seems to move a little, but When I try to rev the engine it goes in gear.

Do you have the button in the center bottom of the throttle? It disengages the shift cable. If when you push it, then unlock the throttle and apply it, it still goes into gear either its damaged or maladjusted.
