Mercruiser Trim doesn't work but tilt does...where do I start?

I have the all in one Quicksilver Remote Controler. The trim, tilt, clutch are all on one controller. Hopefully the picture of it is attached to this post. Anyway...when I partially depress the trim/tilt thumb switch the trim is supposed to engage but it doesn't. When I FULLY depress the switch, the tilt works as it's supposed to. What should I look for? Loose wire etc or replace parts or replace entire controller.

Sounds like the limit switches may be disconnected, or faulty. When you push the switch all the way in, you're bypassing the trim upper limit...(Trailer Mode)
