Mercruser trim replace hose, filled, worked not now?

We went boating and got out of the water and the trim wouldn't raise all the way up. Had service but he broke a outside line. I replaced the outside broken hose and raised the unit all the way up with a jack and ran the pump and then filled the resivour up full. I then lowerred it all the way down and ran it all the way up. It worked fine then a few minutes later lowered it and it will not raise up more than a couple inches. Any ideas or help appreciated. Mercruser 233hp inboard outboard 1976.
