Mercury 115 HP throttle question

I have a 2003 115 HP Mercury. My throttle is very hard to advance, but returns very easily. If disconnected the throttle lever is easy in either direction. Any ideas where to start looking?

Your cables can not have a bend in them less than a 6 in radius.
