Mercury 150 xr4 tilt goes up won't go down?

I have an 88 Mercury XR4 150. The tilt goes up but won't go down? How to fix it? Is there 2 relays right behind the intake on the right side of the motor? any easy way to trouble shoot? Just got the motor running good by replacing the stator and I want to go fishing!!!! Not keep working on it.
