Mercury 150XL not picking up speed

I went out to Carolina Beach Wednesday and for some reason my boat did get up to the speed I am accustom to seeing. I can usually run 40 - 45 mph at about 5200 rpms. However Wednesday I was only able to get 15 - 20 MPH and 3500 rpm full throttle. I In my opinion it did not feel like it was shifting to get up in rpm/speed. I check the shift linkage it's not binding. Do a water hose provide sufficeint flow for me to turn up the rpms into the 4000-5000 range to see if its shifting. I usually just use the hose for flushing the motor at home or running the boat for 20 minutes on each battery a day before going out. Because of the size of my boat and my location from water I have to drive at least 60 mile to test in water.
