Mercury 1996 225 fuel pump not turning on

The red hot wire to the top of pump is always hot and the back with red stripe stays hot when I turn the key pump will not work pump is good when this happened I just started it like always it ran for5 sec then nothing now I have checked the wire s but can't find a relay for the pump the only fuse on this motor is ok thanks Colin

Does the pump run for a few seconds when the key is first turned on? This may only happen after it has been turned off for at least ten seconds.
If it does do you have spark to all cylinders.
BTW there is no fuel pump relay. It's controlled directly by the ECM.
