Mercury 200 Classic Problem

My friend has a year old 200 Salt Water Classic on his 25' Parker. This motor seems to run OK at 3.1K - 3.2K and then suddenly will loose 1800 / 2000 rpm. The engine will typically not recover by itself and minor increases in throttle have no effect. Going to WOT will bring the engine back up to speed however if rpm is reduced to the 3.1/3.2K range the process is repeated. Reducing throttle, after the rpm decrease will somethime cause the engine to stall however it restarts OK. Fuel bulb remains hard throughout. Local Mercury dealer says - " no problem". Any help appreciated. (South Jersey)
