Mercury 200 EFI won't start

I have a 2002 Mercury Saltwater series 200 hp 2-stroke. We took it out of the water a couple months ago to do off season painting, cleaning, and put a new prop on. It wasn't started for a month or so and now I can't start it. I put new plugs in after checking the block plate to be sure of plug spec. I suspected fuel so I drained the gas in the engine and hooked up a gas can with fresh fuel. The firing order must be right as the plugs have a very short wire to the each coil. The engine will sputter, attempt to start, but never get going. I tried ethyl-ether starting fluid with no difference. I am totally lost now. Any ideas?

First never use starting fluid on anything, let alone a 2 stroke.

Have you checked for spark with a sparkboard yet?

Put a meter on your battery and crank the engine, what does the battery voltage drop to?

Use pre-mix in a spray bottle. Is your enrichner working properly?

EFI's do not use a enrichener, does the fuel pump come on and run when you turn key to on? Have you check to see if all plugs are firing as suggested?
